The other day on the Bing search blog, Bing's Michael Basilyan posted a nice amount of detail around how their algorithms determine content quality. In the Google world, this may be similar to how Google's Panda algorithm works but not exactly, as you'd imagine.
Content Quality is a key component to Bing's ranking algorithm, in fact, it is the top three components along with topical relevance and context. So what makes up content quality?
Bing tells us it is made up of authority, utility and presentation.
I summed it up on Search Engine Land in detail, but here is the graphic that sums it up for you guys faster, since you guys understand this better.

Those Penguin Fluctuations Are Our Ongoing Optimizations
We've been seeing an incredible amount of activity around sites impacted by Google's Penguin algorithm over the past few weeks, smack inside the busiest holiday shopping season.
When I asked Google about this, Google commented:
That last big update is still rolling out - though really there won't be a particularly distinct end-point to the activity, since Penguin is shifting to more continuous updates. The idea is to keep optimizing as we go now.
Now, many are interpreting this as the Penguin algorithm is now a rolling update that is happening by itself. I think that is not true.
What it seems to me is that we have engineers at Google that are finding things to tweak in the algorithm and are tweaking those things and pushing them out more quickly than we are use to.
So they pushed out the Penguin 3.0 in mid-October and since then, we've seen major fluctuations with sites hit by that algorithm. We've seen wide spikes in sites hit and then reversed, time and time again.
This to me, is Google testing or tweaking the algorithm, in the live environment. Why? I am not sure. I guess because we asked for it. We wanted a faster running Penguin algorithm and when Google told us 3.0 wasn't that we were upset. So maybe this Google's way of killing two birds (no offense to the Penguin) with one stone?
So what have we documented thus far? Penguin 3.0 on October 17, 2014, Penguin 3.1 on November 27, 2014, Penguin 3.2 on December 2, 2014, Penguin 3.3 on December 5, 2014 and Penguin 3.4 on December 6, 2014. I have not seen any changes since the 6th around this.
Of course, why during the holiday season? I am not sure. I think if Matt Cutts was running things, there is no way we would see this happening now.

A Webmaster World thread has some business owners and webmasters noticing the change, so I checked to see my past coverage and compare the search results from after Pigeon launched to today.

Google’s goal of this update is to improve local search results by tying together authoritative local business websites with their Google Maps results. Google Maps added a scroll bar to its search results just days before the Pigeon update was released and SEOs can already see an improvement in the pairing of local searches with Google Maps results. The image below shows a search for “hardware store Chicago”. You can see the scroll bar Google added to the map search results, along with a list of local Chicago hardware stores and their locations plotted on the map.
Local directory sites, such as Yelp, have had trouble in the past with Google’s algorithm. Yelp has even accused Google of manipulating search results to have Google+ related information appear higher than Yelp results for queries containing the search term “Yelp” specifically. Yelp released a report with the results for the query any in yelp and pointed out that despite the query containing the word “yelp” Google produced the Gary Danko website as the first result along with site links to Google reviews and the Google+ page. SEO: Harder To Know If Human Error Caused Ranking Issues Vs Algorithms
When it comes to ranking issues in Google, there are two main reasons why your rankings can drop. The first is you made a technical mistake on your own site, such as blocking Google from crawling you. The second is Google decided through algorithms or manual actions that your site shouldn't rank as well anymore.
A WebmasterWorld thread has SEOs debating if it is harder to know if your site was hurt by an algorithm, ie Google vs your own human error.
We have so many algorithms running, possibly well over 2 changes per day, in the search results. Because of that, does it make it impossible for one to know if it is a human issue vs an algorithm? There can be SEO technical mistakes on the site, but even with those, is that the reason your site tanked?

The truth is, probably not. You need to look at a case by case basis. Of course, when I track algorithm changes and Google updates, I look for patterns. If there are a ton of complaints, then you can assume (not a safe word) that Google did release some sort of update that hit you and others. But you cannot always make that assumption because a technical issue may hit you the same day.
Anyway, this is what you hire SEO firms for. To analyze these things and make suggestions and corrections to things you can control (i.e. your technical site) and things you do not necessarily control.

Google Updates Seo Service Company Faridabad
I may have missed a small Google update, unconfirmed update, that happened on June 27th/28th and there may have been an update this weekend on July 5th. There are two different threads at WebmasterWorld with discussion about both updates. This thread is talking about the June 27th/28th update and this thread is on the update from July 5th.
There is not a lot of chatter around it but there seems to be enough. It might be related to manual actions, but many say they do not have manual actions in Google Webmaster Tools. I doubt it was a big algorithm change because the chatter is not that high on either day. July 5th chatter may be specific to the July 4th weekend and less internet traffic happening. But June 27th/28th might be a link penalty or something else. I am unsure.

European Court Requires Google To Delete Personal Info: Reputation Management Just Got Easier
A major ruling just knocked Google over the head, where Europe's top court, the The Court of Justice of the European Union, ruled that a person has the right to be "forgotten" and thus Google has to remove personal information from their search results when the person makes such a request.
"If, following a search made on the basis of a person's name, the list of results displays a link to a web page which contains information on the person in question, that data subject may approach the operator directly and, where the operator does not grant his request, bring the matter before the competent authorities in order to obtain, under certain conditions, the removal of that link from the list of results," the judges said.
This obviously not only applies to Google, but Bing, Yahoo, Baidu and others that operate in the European Union.
This is known as a bill named the "right to be forgotten."
Google spokesman Al Verney said Tuesday's ruling was "disappointing ... for search engines and online publishers in general." The company, he said, will "now need to take time to analyze the implications." He added, "We are very surprised that it differs so dramatically from the Advocate General's opinion and the warnings and consequences that he spelled out."
This will make it so much easier for those with personal reputation management issues to get their past history erased from the internet. I am not sure if this would apply to company brands and issues but personal issues, yes.
You bet Google will fight this as best as they can but I am not sure what they can do at this point to overturn this ruling. I am not sure also how Google will handle this differently in the EU versus the US.
